As I mentioned there are no problems with exactly the same configuration and Norton in Windows 7. I don't think the problem is Norton related but rather Windows updates related. Also, as I noted, disabling Norton didn't help. I completely removed Sandboxie and reinstalled in windows 10 Creators Update (including emptying the sandboxes).
